| By-Laws Revision Passes Overwhelmingly
When balloting concluded in April 2007,
ILCA members had voted overwhelmingly (94% in favor) to accept
the proposed changes in the By-Laws. The full By-laws are available
on the ILCA website, www.ilca.org.
The change of greatest significance: ILCA members who will have
voting power must hold certification as an IBCLC. ILCA continues
to encourage non-IBCLCs to join, to enjoy all of the extensive
benefits that membership will bring to those who support mothers
and babies with breastfeeding. Anyone who supports ILCA's vision
(as a worldwide network of lactation professionals) and mission
(to advance the profession of lactation consulting worldwide
through leadership, advocacy, professional development, and
research) may join ILCA. With the By-laws change, voting (which
is used to elect new Board members, change By-laws, or offer
resolutions at the annual meeting) is vested in those who have
earned the credential for lactation consultation: IBCLC.
Joint ILCA/IBLCE Meeting
On 21 April 2007, a facilitated
meeting was held between selected members of the IBLCE and ILCA
boards and including ILCA's Executive Director and IBLCE's legal
counsel in lieu of IBLCE's Executive Director. Further discussions
are being scheduled and a report on the meeting will be provided
as soon as available.
Sister Program
As part of our mission to advance the
IBCLC profession worldwide, ILCA is seeking affiliates and individual
members to help sponsor an IBCLC or other lactation supporter
or organization in a developing country through our Sister Program.
Although resources may be limited for breastfeeding support
in all parts of the world, they are sometimes completely lacking
in many developing countries. Professionals in hospitals, clinics,
or government agencies lack access to the newest evidence-based
guidelines, basic texts, and continuing education. By sponsoring
a Sister, ILCA members cover the cost for annual ILCA membership,
giving the Sistered group or individual access to printed as
well as electronic JHL, ILCA communications, and the rich resources
of the ILCA Website. Such connection can help provide support
to lactation professionals operating in resource-poor or isolated
areas throughout the world.
At present, the ILCA Office has an applicant seeking a Sister
Sponsor. This individual has been an IBCLC for more than 15
years. She is an instructor at a medical college where she teaches
lactation theory and clinical skills for doulas, childbirth
educators, nutritionists, nurses and midwives. She also operates
a clinic for new mothers and their families and makes home visits.

ILCA's World Breastfeeding
Week 2007 Kit: Welcome Baby Softly Coming in June, 2007
ILCA is excited to share plans for the
2007 WBW Kit with you! Based on WABA's World Breastfeeding Week
2007 theme (Breastfeeding: The 1st Hour--Save ONE million babies!),
ILCA's 2007 WBW kit will focus on the many ways lactation consultants
can support mothers and babies in the newborn period. Whether
it is encouraging practices that keep mother and baby together
or information for mothers and families on ways to use all five
senses to welcome their baby, you will find resources in this
year's kit to use in your community to encourage everyone to
welcome babies softly!
The 2007 Kit will be available in June. Each ILCA member will
receive an emailed announcement at that time, with further information
on ordering.
As you make your plans for celebrating World Breastfeeding Week,
we welcome *you* to check the ILCA website for resources and
action ideas to assist you in celebrating WBW 2007. The discussion
board is open for you to share your comments and ideas. Please

Fellowship at WABA Headquarters Available
ILCA and the World Alliance for
Breastfeeding Action (WABA) are offering an ILCA member the
opportunity of a fellowship to travel and work with WABA in
Penang, Malaysia, for a period of up to three months.
WABA is a global network of organisations and individuals dedicated
to the protection, promotion and support of breastfeeding. ILCA
is a core partner in WABA. To know more about their goals, structure
and programmes, please visit their website at www.waba.org.
The time spent in Penang will enable the ILCA member to understand
the relationship between these two organizations. ILCA and WABA
will cover airfares and basic living costs for the time spent
in Penang. Some suggested project ideas may be:
- Assist with global advocacy and networking with professional
health organizations (e.g. nurses, midwives, OB/GYN) at the
international level, with a goal of building partnerships
and collaborative activities.
- Collaborate with and support WABA's Health Care Practices
Task Force and Education and Training Working Group, contributing
to discussions and activities around the BFHI, maternity practices,
humane birthing, mother-baby care, etc..
- Support the establishment and running of a local mother
support group (in Penang) and give talks from time to time
to local medical/health centres, employers and other relevant
groups.
- Assist with the WABA Core Partner meeting, held annually
in September.
- Develop written materials for use by WABA.
- Assist in developing World Breastfeeding Week projects Applicants
must have been a financial member of ILCA for a minimum of
1 year and demonstrate an interest in working in the setting
of breastfeeding advocacy.
Applicants should have excellent communication
skills, both written and oral, and be computer literate. Enquiries

Lactation Support Delegation
to China

An intrepid group of 11 IBCLCs
and 3 spouses spent 10 days in the People's Republic of China
in September, 2006, studying breastfeeding promotion, protection,
and support as a Delegation from People to People International
and ILCA. Led by former ILCA President Doraine Bailey, the delegates
visited hospitals in Beijing, Guilin, and Shanghai and met with
representatives of the WHO China office and the Chinese Medical
Doctors Association.
Beijing: Beijing is the national capitol. A
large, sprawling city of approximately 14 million, Beijing is
a mixture of modern and traditional architecture. It is not
as densely populated as other cities, with many single-story
homes as well as high-rise apartments. In addition to government,
Beijing is an important commercial center and is busily preparing
for the 2008 Olympic Games. [more]

Seedgrants
Available from WABA
The World Alliance for Breastfeeding Action would
like to invite groups to apply for the following seedgrants:
World Breastfeeding Week - The World
Breastfeeding Week seedgrant is especially for groups
who need funds to organize WBW 2007 and to translate,
adapt, produce and promote or conduct activities with
WBW materials which cater to local audiences. About
5 to 10 seedgrants will be given out, ranging from
US$500.00 to US$1000.00 per grant. Application Forms
and Guidelines can be downloaded at www.worldbreastfeedingweek.org.
Community Support - The Community
Support for Breastfeeding Seedgrant project is intended
to target and enhance existing support measures, groups
or activities, or to initiate new ones. The seedgrant
project aims to establish or strengthen community
support worldwide for breastfeeding protection, promotion
and support. It focuses on educating and sensitising
communities toward the importance of breastfeeding
and encouraging them to be supportive of breastfeeding
families or even directly involved in supporting mothers.
It seeks a broad concept of mother support where diverse
types of community-based support initiatives can help
to bring about an enabling environment for mothers
to initiate and sustain exclusive breastfeeding and
practice extended breastfeeding after six months,
with adequate complementary feeding. About 5 to 10
seedgrants will be given out, ranging from US$1,000
to US$2,000.00 per grant. Application forms and Guidelines

Guidelines for Exclusive Breastfeeding Available
in French
ILCA's Clinical Guidelines
for Exclusive Breastfeeding is now available in French.
LACTITUDE has translated this document into French
and posted it as a pdf download on their website www.lactitude.com
at Ressources Professionnels de Santé. The website
is in French but you will find information for English-speaking
visitors under the US flag.
In Memoriam
- Patrice Jelliffe 11.29.20 - 3.14.07
The lactation world recently
lost a giant with the passing of Patrice Jelliffe.
Mrs. Jelliffe, along with her husband Derek, were
pivotal figures in the protection, promotion and support
of breastfeeding worldwide. Memorial statements for
Mrs. Jelliffe can be found at the WABA website, www.waba.org.my.
ILCA members may also post their memories at that
website. Chele Marmet, longtime ILCA member, had a
strong relationship with both of the Jelliffes. She
has written a lovely tribute. [more]
New U.S. Report
Details Breastfeeding Benefits in Developed World
The U.S. Agency for Healthcare
Research and Quality has released a new report on
breastfeeding and health outcomes. The extensive meta-analysis
of research in developed countries found evidence
that breastfeeding decreases infants' and mothers'
risk of having many short-term and chronic diseases.
For infants, this includes a reduced risk of ear and
lower respiratory tract infections, asthma, types
1 and 2 diabetes and skin rashes. For mothers, risk
reductions were indicated for type 2 diabetes, ovarian
and breast cancers, and postpartum depression.
