JHL Complete Back Issue Archive Now Available Online
The complete archive of the Journal of Human Lactation is finally available online. ILCA members can search through pdf files of out-of-print issues from 1985 through 1999 for hard-to-find articles, unique research, and association history. This completes the online archive already available for 2000 to the present. Access the JHL Online via the Members Only section on the ILCA Website. Non-subscribers can download articles from the archive for a small accessing fee via jhl.sagepub.com .

IBCLC Day 2007
Mercy Hospital in Miami, FL, celebrates IBCLC Day
One of the highlights of IBCLC Day is learning about all the creative ways people from all over the world celebrated the day. ILCA members came up with some great ideas for recognizing IBCLCs in their community. Some sent an IBCLC Day card to a colleague or mentor from the ILCA website this year (thanks to Beverley Rae for this great suggestion!). Arkansas Children's Hospital held a reception for the IBCLCs on staff, complete with a cake, certificates, and recognition pins. ILCA members made the day a special one. Committee and Task Force Updates
The Scope of Practice Task Force submitted the first draft of a revised Scope of Practice to the ILCA Board for review. The task force plans to send a draft to national affiliates and relevant ILCA committees by the end of April for further review and comment. It will be posted on the ILCA website by July 15 for public comment. The ILCA Board of Directors will review the final draft at their August board meeting.

Professional Development Committee submitted a draft of a Guide for Developing a Lactation Consultant Academic Structure to the ILCA Board for review.

International Lactation Education Accreditation Council (ILEAC) submitted a progress report of their review of accreditation guidelines to the ILCA Board for review. [Learn More]

Ethical Practice Guidelines Task Force has begun work. It is chaired by Deborah van Wyck, IBCLC, MSc, MA, MLS, BA (Quebec, Canada).

Keeping the I in ILCA
Sue Cox at the Academy of Breastfeeding Medicine Korea
ILCA's Standards of Practice was one of the subjects covered by Sue Cox, ILCA Past President, when she visited Seoul, South Korea. The Academy of Breastfeeding Medicine Korea invited Sue to speak to IBCLCs, pediatricians, midwives, nurses, and other people interested in lactation at a two-day seminar in Seoul, South Korea in late November.

This is the fifth time that Sue has represented ILCA at international affiliate meetings, having been invited to Hong Kong by PALCA; Japan by the Japanese Lactation Consultant Association; to Manchester, England by Lactation Consultants of Great Britain and to New Zealand by NZLCA this coming May. Whenever possible, these visits have coincided with Sue traveling to or from Australia for ILCA Board meetings.

In March, Sue met with the VELB board to discuss the 2008 ILCA conference in Europe. Sue believes that these links with affiliates has strengthened the internationality of our Association and cemented the 'I' in ILCA as well as ensuring that our Standards of Practice are known and translated into other languages.

Growing IBCLCs in Rwanda

I have been working at King Faisal Hospital in Kigali, Rwanda, as Team Leader/Clinical Educator in the Maternity Unit since February 2005. I am doing work I have always wanted to do, achieving my life-long goal of working and hopefully making a difference in a developing country. My job, although frustrating and difficult, means managing without a lot of resources which we are used to in Western world. However, along with this comes many challenges and rewards. King Faisal Hospital is the highest level referral hospital in Rwanda, but nowhere near the standard of most Western hospitals.

In an attempt to overcome gross deficiencies in nursing/midwifery care, the Minister of Health appointed overseas Team Leaders/Clinical Educators at King Faisal Hospital Kigali in January 2005. The aim is to introduce contemporary evidence-based practice, and to elevate nursing/midwifery care standards in the hospital and, where possible, in the community. There are no IBCLC's in Rwanda, and there is a desperate need to establish a pool of them.

Infant Feeding in Emergencies New Operational Guidance
ILCA has signed on as a supporter of the 2006 "Infant and Young Child Feeding in Emergencies: Operational Guidance for Emergency Relief Staff and Programme Managers." The Operational Guidance is a product of the IFE Core Group, which includes UNICEF, World Health Organization, IBFAN-GIFA, Care USA, UNCHR, WFP, Fondation Terre des hommes, and the Emergency Nutrition Network.

Available in several languages, the document provides guidance in such areas as policymaking, emergency coordination, rapid assessments, promotion, protection and support of breastfeeding, and minimizing the risks of artificial feeding following an emergency.

Texas (USA) Poster Promotes Breastfeeding During Emergencies
The Texas Department of Health Services (TDHS) developed a poster to use with emergency first responders to help protect, promote, and support breastfeeding during emergencies. Developed by Tracy Erickson of the TDHS, the poster is designed for use in places and with people for whom breastfeeding is not normally a consideration. The poster serves as a reminder that breastfeeding is a critical way to ensure the survival of the most vulnerable victims of any disaster until conditions stabilize. It can be distributed to fire stations, National Guard armories, Red Cross/Red Crescent offices, emergency rooms, and any first responder locale.

The Texas Department of Health Services (DSHS) has given permission for others to add their own contact information. The poster is available in English and Spanish and can be downloaded from their website at http://www.dshs.state.tx.us/wichd/bf/ifdisasters.shtm

Pre-Conference Day: "Merging Theory in Practice"
The Pre-Conference Day on August 15 offers seven separate tracks, each with its own unique set of clinical skills. The popular Skills Rotation track offers the opportunity to observe seasoned IBCLCs working live with mothers and babies in a variety of circumstances. What does gender have to do with breastfeeding?

Breastfeeding is something that a mother does every day, within the context of her everyday life. The many ways a woman’s life is affected by gender inequality may limit her opportunities to breastfeed and to make choices as a mother. As her lactation consultant, those limitations in turn can affect your options for providing the best kind of care.

The Gender Working Group at WABA (World Alliance for Breastfeeding Action) presented the first gender training in 2004. About 30 breastfeeding advocates of both sexes and a variety of cultural backgrounds met at a beach hotel in Penang, Malaysia. They were introduced to gender concepts and gender analysis, using a variety of participatory techniques including role play, case studies, and group discussions. Since then, there have been four more WABA gender trainings for various regions.

Chris Mulford will facilitate the gender workshop at the ILCA Pre-Conference, with the assistance of Penny Van Esterik from Canada, anthropologist and writer on breastfeeding (Beyond the Breast-Bottle Controversy), and Marta Tréjos from Costa Rica, founder of CEFEMINA (Centro Feminista de Información Acción) and Co-coordinator of WABA’s Working Group on Gender.

Developing a gender perspective about breastfeeding can help lactation consultants understand how gender influences mothers. It offers insights when collaborating with women’s groups and other organizations whose members give gender a central place in policy analysis and decision-making. It also helps ILCA move toward mainstreaming a gender perspective in its programs and policies, as recommended by the UN.
